
Dr. Billy Carstens is board certified in Physical Medicine and Rehabilitation. He has been practicing in the Southern Tier with a focus on musculoskeletal, spine and joint pain since 2001. His approach to chronic pain is rehabilitative. Emphasis is placed on improving pain to the extent possible and restoring function, with the patient's cooperation and participation in treatment.
Dr. Carstens was born in Venezuela. When he was just two, his family moved to Holland, and then to the United States. He graduated from the Chicago College of Osteopathic Medicine in 1994, and completed his residency in Physical Medicine and Rehabilitation in 1998 at the Marianjoy Rehabilitation Hospital in Wheaton, IL. After working at Strong Memorial Hospital inpatient rehabilitation, he joined Jones Memorial Hospital in 2001. In 2014, he opened his own practice in Wellsville, NY.
In July of 2019, he closed the practice to join the medical staff at Sunnyview Rehabilitation Hospital in Schenectady, NY.
